Licensed trade
Plumbing is a licensed trade in Ontario
A licensed plumber is required for most work, and anything touching the drain or supply beyond a fixture swap is permitted work. An unlicensed quote is a different job, not a cheaper one.
Clay laterals
Old Toronto drains have tree roots in them
Large parts of the city still run clay sewer laterals under mature trees, and recurring backups here are root intrusion rather than anything you put down the drain. Camera first, snake second, and the honest ones say so.
Backwater valves
The City subsidises the thing you actually need
Toronto has run a basement flooding protection subsidy toward backwater valves and sump pumps. It is a genuine GTA-specific answer to a genuine GTA-specific problem, and a plumber who mentions it is worth listening to.

Pipes in an exterior wall fail in January
Older GTA houses have supply runs in uninsulated exterior walls and unheated crawlspaces, so a cold snap produces a burst-pipe cluster that a milder city never sees.

When do I need a licensed plumber?
Roughly, anything inside the wall or under the slab that alters supply or drainage. Taps, traps, toilets and fixtures are ordinary work. Permits attach to most alterations.
My basement floods in heavy rain. What is the fix?
Usually a backwater valve, sometimes with a sump pump and a sealed floor drain. Check the City subsidy before booking — it requires permitted, inspected work, so a cash job disqualifies you.
A pipe froze last winter. Will it happen again?
Almost certainly, in the same place. The job worth booking is insulation or rerouting in the autumn, not emergency thawing in January. Shut off and drain outside hose bibs before the first hard frost.
