Plumbing splits cleanly into work anyone competent can do and work that needs a licence, and the split is roughly at the wall. Replacing a tap, a trap, a toilet fill valve or a shower head is ordinary work. Anything that alters supply or drainage inside the wall or under the slab is licensed work in Ontario, needs a permit for most alterations, and is not a place to save money. When quotes differ by a lot on the same job, check which one includes the permit.
The GTA has two problems that dominate residential plumbing here. The first is basement flooding: large parts of the older city drain into combined sewers that surcharge in heavy rain, and the fix is a backwater valve, sometimes with a sump pump and a sealed floor drain. The City of Toronto has run a subsidy for exactly this work, which is worth checking before you book, because it changes the economics and it requires the work to be permitted and inspected — a cash job disqualifies you.
The second is winter. Pipes in exterior walls, unheated garages and crawl spaces freeze in a GTA cold snap, and the damage is almost never the freeze itself but the thaw. If you have had a pipe freeze once it will freeze again in the same place, so the useful job is insulation and rerouting in the autumn rather than emergency thawing in January. Outside hose bibs should be shut off from inside and drained before the first hard frost — the burst that follows a forgotten hose is the most common preventable claim of the season.
Older housing stock brings its own surprises. Galvanised supply lines, lead service connections, cast-iron stacks and clay laterals full of tree roots are all normal in the pre-war parts of the city, and any one of them can turn a small job into a bigger one once a wall is open. A plumber who tells you what they might find before starting is not padding the quote; they are describing the actual risk of a hundred-year-old house.
Know where your shutoffs are before you need them. The main valve is usually near the water meter in the basement, and every fixture should have its own stop under the sink or behind the toilet. Turn them by hand once a year — a valve that has not moved in fifteen years is often seized, and discovering that during a burst is how a small leak becomes a claim. Photograph the main and put it somewhere findable, because the person who needs it at two in the morning may not be you.

Licensed trade
Plumbing is a licensed trade in Ontario
A licensed plumber is required for most work, and anything touching the drain or supply beyond a fixture swap is permitted work. An unlicensed quote is a different job, not a cheaper one.
Clay laterals
Old Toronto drains have tree roots in them
Large parts of the city still run clay sewer laterals under mature trees, and recurring backups here are root intrusion rather than anything you put down the drain. Camera first, snake second, and the honest ones say so.
Backwater valves
The City subsidises the thing you actually need
Toronto has run a basement flooding protection subsidy toward backwater valves and sump pumps. It is a genuine GTA-specific answer to a genuine GTA-specific problem, and a plumber who mentions it is worth listening to.

Older GTA houses have supply runs in uninsulated exterior walls and unheated crawlspaces, so a cold snap produces a burst-pipe cluster that a milder city never sees.
