Making and mending, at your own machine

The measured phrasing here is sewing work done at home, and that is exactly the shape of it: your machine, your table, your hours, garments dropped off or posted to you. This is the making end of the trade rather than the shortening end — a costume that does not exist yet, a pattern cut to somebody's measurements, a torn coat lining that no shop will take on.

What the tasks actually look like

Costumes for a school production or Halloween, a dress made to measure for a wedding somebody is standing up in, curtains and cushion covers, embroidery and monogramming, and repairs on clothes worth repairing — a lining, a seam that has gone, a moth hole in good wool. Turnaround is usually the real constraint, and most of it is drop-off rather than fittings.

Is this the same as alteration work?

Overlapping, not the same. Altering starts with a garment that already nearly fits; this starts with fabric, a pattern, or something genuinely broken. If you do both, say so in your profile — plenty of posters describe a making task in altering words simply because they do not know there is a difference.

Do I need my own machine and overlocker?

Yes, and name which you have. A domestic machine, an overlocker and a walking foot are three different capabilities, and a poster with heavy canvas or four layers of denim needs to know that before they choose between offers rather than after you have accepted.

How do I price something that has never been made before?

Quote the pattern and the fittings separately from the sewing, and say how many fittings your price includes. Made-to-measure goes over on fittings, not on stitching, and a poster who understood that before you started is a poster who accepts that the third one is chargeable.
