Yes, for electrical work in Ontario, and tasks that involve it will ask. Taskly does not verify trade licences on your behalf — name yours in your offer, and posters can check it against the ESA register.

Is this apprentice work?

No. These are one-off tasks for licensed independents, not positions and not logged hours toward a certificate. If you are looking for apprenticeship hours, this is not where they are.

Who pulls the permit?

Whoever the work requires it of, which is usually you. Say in your offer whether your price includes it, because posters rarely think about it until afterwards.
